The data in this exemple is drawn from a publicly available transcript of a 1996 final hearing in the US House of Representatives in 1996 on legislation that would replace - then current - programmes of social welfare with a policy to greatly reduce welfare benefits and increase the burdens for obtaining and maintaining eligibility for assistance. The exemplar focuses on how the 'talk' in policy hearings can be qualitatively examined as discourse rhetorically, producing a story that justifies policy in terms of its moral value.
