It was found in 1999 by a young American woman, Hanley Denning, who made it her mission to offer shelter to children who suffer from such dire living conditions. By 2003, the organization grew thanks to the generous contributions of patrons, and a US office was created in her hometown of Maine with a board of trustees comprised by Denning's closest associates. However, in 2007 Denning was killed in an automobile accident and now the members of Safe Passage are unsure on how to proceed with the management and development plan of the organization in a way that honors Denning's vision.
