Online resources: In 1999, the UN Pacific Human Development Report recognized that a poverty of opportunity was being experienced throughout the Pacific islands, and that this was more widespread and insidious than a poverty of income. The management of WIBF identified this phenomenon as early as 1991 and has been addressing the problem ever since. The Foundation had a vision of the women and young people in Samoa being able to contribute fully to their own development, as well as that of their families and communities, through income generation and participation in the village economy.
