The conflict over the programmatic unity of youth welfare/youth assistance has run throughout the history of social pedagogy since the Reich Youth Welfare Act of 1922 until today. What is the relationship between youth welfare, youth work and the youth movement and thus between disciplining, emergency aid and democratic socialisation? This study traces the genesis of this problem, analyses the struggles of social movements, political and legal markers, and reform debates. Referring to current developments in education, it argues for the recalibration of the unity of youth welfare as democratic youth education for the 21st century.

Der Konflikt um die Programmatik der Einheit der Jugendwohlfahrt bzw. Jugendhilfe durchzieht die Geschichte der Sozialpädagogik seit dem Reichsjugendwohlfahrtsgesetz von 1922 bis heute. In welchem Verhältnis standen Jugendfürsorge, Jugendpflege und Jugendbewegung und damit Disziplinierung, Nothilfe und demokratische Vergesellschaftung? Die Studie zeichnet die Genese dieses Problems nach, analysiert die Kämpfe sozialer Bewegungen, politische und juristische Wegmarker sowie Reformdebatten. Bezugnehmend auf aktuelle Entwicklungen im Bildungsbereich plädiert sie mit Blick auf das 21. Jahrhundert für eine Neujustierung der Einheit des Jugendwohls als demokratische Jugendbildung.
